Mathew claimed a senior minister was involved in getting an Israel-based company a contract from the Home Ministry for border fencing and communication systems in a deal running into millions of rupees.
The minister would figure in the 'next lot' of tapes, he told reporters in Trivandrum.
Asked whether he had anything on the Congress, which was attacking the government following the scandal, he said, "We have something on them, but we can't use that now."
Mathew alleged that the purchase of smart ammunition during the Kargil war also involved corruption.
"The government of India quickly purchased these bombs without negotiating the price at Rs 1.4 million a piece against the actual price of Rs 600,000 a piece. The deal was worth Rs 2.70 billion and 50% commission was taken," he alleged.
He said he was writing a book on the way he went about the job.
