SCOPE asks govt not to interfere in PSUs

Asking for a clear demarcation between ownership and management, the Standing Conference of Public Enterprises, an apex body pursuing interests of public sector enterprises on Thursday said that the government should not transgress into the day-to-day affairs of the PSUs.

"The ownership should not transgress into the board level management of the PSUs. There should be no government interference into the day-to day affairs," said U D Choubey, Director-General, SCOPE.

As the Kolkata chapter of SCOPE was opened on Thursday to look into the interest of the PSUs of the north eastern regions, Choubey on the occasion told media that the body has approached the department of public enterprises to accelerate the succession process in the PSUs.

SCOPE has proposed for online clearance from central vigilance commission in the selection process of directorial positions in the PSUs to
speed up the succession plans.

"Enormous time taken for selection of CEOs is causing a serious concern as number of posts are still vacant and being managed through caretakers or acting personnel. We have taken up the matter with department of public enterprises and proposed for online clearance of CVC and have got a good response from them," he said.

The entire process should be completed within a period of three months before the superannuation of the incumbent person, he added.

This assumes importance as more than 20 PSUs, including Mharatna companies like ONGC and IOC, out of the nearly 246 in existence either headless or are being run through an interim arrangement.

Choubey added that more than 300 posts of independent directors were vacant which should be filled immediately.
