The decision to form the committee was taken at the party's meeting on Tuesday. The CPI-M entered into an alliance with AIADMK last year after snapping ties with the ruling Dravida Munnetra Kazhagam.
The party's central committee members -- T K Rengarajan, MP and G Ramakrishnan are the other committee members.
The meeting of the party besides condemning police lathicharge on advocates on February 19 also alleged that the "State government is behaving as if it is not concerned with the matter at all".
The committee described as 'diversionary tactics' Chief Minister M Karunanidhi's warning that he would go on a fast if advocates and police did not bury their differences and said the government's refusal to condemn "police excesses", showed that police lathicharged advocates "after being instigated by the government."
"Karunanidhi must own responsibility for the police excesses," the meeting said. It also urged the striking advocates to resume work since cases have further piled up in courts.
