Dismissing allegations of security lapses in Kalu Chak on Tuesday, Jammu and Kashmir Chief Minister Dr Farooq Abdullah blamed Pakistan for the massacre.
"We should not talk of security lapses. Pakistani intruders continue to come in and kill innocent persons. They have targetted women and children. They have not even spared a two-month-old baby which shows what type of animals we have to deal with," Dr Abdullah told reporters.
He said a meeting of the army, paramilitary forces, police, central and state intelligence agencies would meet in Srinagar shortly to review the situation. Union Home Minister L K Advani and Defence Minister George Fernandes will attend the meeting.
Dr Abdullah said he would meet Prime Minister A B Vajpayee in Delhi in the next day or two to discuss the situation in the state.
Asked how intruders could come into the state despite huge deployment of troops on the border with Pakistan, the chief minister said, "We (India) are under pressure from different countries to reduce the deployment, but due to the prevailing situation, there is no such possibility. I feel the deployment need to be further enhanced in view of the situation."
Asked if the government would now adopt a policy of 'hot pursuit,' Dr Abdullah said, "The whole world is fighting terrorism, so we have to take all these countries into confidence to meet the threat."
